fa تحلیل زیست‌محیطی و استراتژیک برنامه مدیریت جامع حوضه آبخیز دریاچه ارومیه تخصصي Special پژوهشي Research شرایط اکولوژیک خاص و بحرانی دریاچه ارومیه از مشکلات جدی زیست‌محیطی در منطقه و کشور می‌باشد که لزوم توجه ویژه به این مسئله را می‌رساند. ازاین‌رو در این مطالعه با استفاده از آمار و گزارشهای سازمانهای مربوطه در طی دوره 1384-1393 و در بررسیهای میدانی گسترده شامل مشاهده مستقیم، مصاحبه، شناسایی نقاط قوت و ضعف درون سیستمی با فرصتها و تهدیدات برون سیستمی برنامه مدیریت جامع حوضه آبخیز دریاچه ارومیه انجام شد. سپس در فرایند تحلیل SWOT، ماتریس IFE و EFE تشکیل و تدوین استراتژی‌ها صورت پذیرفت. نمره نهایی در ماتریس IFE، 50/2 محاسبه گردید که نشانگر ضعف مدیریت عوامل داخلی سیستم می‌باشد و می‌بایست در مدیریت سیستم نسبت به این عوامل توجه بیشتر نموده و برنامه‌ریزی سیستم در راستای ارتقاء نقاط قوت و کاهش ضعف در رابطه با این عوامل باشد. درحالی‌که نمره نهایی 94/2 در ماتریس EFE نشاندهنده وضعیت خوب عوامل خارجی نسبت به عوامل داخلی است ولی شرایط مطلوب را نشان نمی‌دهد؛ در مرحله بعد راهبردهای استراتژیک، راهکارها و الگوهایی برای بهسازی و بازبینی این برنامه مطرح‌شده که اجرایی کردن این نتایج دربرداشتن گام‌های عملی برای مدیریت دریاچه ارومیه بسیار راهگشا خواهد بود. Specific and critical ecological conditions of Lake Urmia are of serious environmental problems in this region and the country, which requires special attention. Therefore in this study, by investigating the data and reports of the related organizations (during the period from 2005-2014) and extensive field surveys including direct observation, interviews, identification of the strong and weak points in the internal system together with the threats and opportunities in the external system, the integrated management plan for Lake Urmia basin was carried out. Then, in the SWOT analysis procedure, the matrices of IFE and EFE were formed and strategies were developed. The total score of 2.50 in IFE matrix represents poor condition related to the system internal factors there for appropriate planning and organizational management practices are required to deal with these factors. While the final score of 2.94 in the EFE matrix shows the good condition of external factors relative to the internal ones but it doesn’t show the desired condition. Next, the strategic guidelines, solutions and patterns for optimizing and reviewing this plan has been proposed which implementation of the results would be very helpful in taking practical steps in management of Lake Urmia. برنامهریزی استراتژیک, تحلیل SWOT, دریاچه ارومیه, برنامه مدیریت جامع.
