fa تحلیل و ارزیابی پتانسیل و راهبردهای توسعهی طبیعتگردی در دریاچه سد دز با استفاده از روش تخصصي Special پژوهشي Research <p dir="RTL">گردشگری پدیده&shy;ای است که از گذشته&shy;های دور موردتوجه جوامع انسانی بوده و برحسب نیازهای متفاوت اجتماعی و اقتصادی به پویایی خود ادامه داده است و رشد این صنعت در هر کشور نیازمند راهبرد مناسب و برنامه&shy;ریزی مدیریتی مؤثر است. این پژوهش باهدف تدوین برنامه راهبردی طبیعت&shy;گردی در دریاچه سدر دز در سال 1392-1393 صورت پذیرفت. بدین منظور در نخستین گام به شناسایی عوامل داخلی (نقاط ضعف و قوت) و عوامل خارجی (فرصت‌ها و تهدیدات) پرداخته شد. سپس عوامل داخلی و خارجی در قالب جداول ارزیابی عوامل داخلی (<span dir="LTR">IFE</span>) و ارزیابی عوامل خارجی (<span dir="LTR">EFE</span>) نمره دهی و وزن‌دهی شدند. جهت وزن‌دهی عوامل داخلی و خارجی از فرایند تحلیل سلسله مراتبی (<span dir="LTR">AHP</span>) و نرم‌افزار <span dir="LTR">Super decision</span> استفاده گردید. ماتریس <span dir="LTR">IFE</span> با امتیاز 793/2 بیانگر این بود که توسعه اکوتوریسم دریاچه سد دز دارای نقاط قوت بیشتری نسبت به ضعف&shy;های موجود و <span dir="LTR">EFE</span> با کسب امتیاز 582/2 بیانگر وجود فرصت&shy;های بیشتری نسبت به تهدیدها بود. نتایج به‌دست‌آمده مؤید آن است که ﻣﺤﺪﻭﺩﻩ ﺗﺤﺖ ﺑﺮﺭﺳﯽ به‌منظور توسعه طبیعت&shy;گردی ﺩﺭ ﺟﺪﻭﻝ ﺑﺮﻧﺎﻣﻪ&shy;ﺭیﺰﯼ ﺭﺍﻫﺒﺮﺩﯼ ﺩﺭ ﺷﺮﺍیﻂ ﺗﻬﺎﺟﻤﯽ (ﺍﺳﺘﺮﺍﺗﮋﯼ <span dir="LTR">SO</span>) ﻗﺮﺍﺭ میﮔﯿﺮﺩ و بر اساس تحلیل <span dir="LTR">QSPM</span>، استراتژی (<span dir="LTR">SO₂</span>) معرفی توانایی و پتانسیل بالای گردشگری دریاچه سد دز جهت افزایش سرمایه&shy;گذاری بخش خصوصی و دولتی با امتیاز 028/2 بهترین استراتژی جهت اجرای استراتژی تهاجمی در نظر گرفته شد. در ادامه ماتریس فرامن بر اساس اولویت&shy;های اقتصادی، اجتماعی، فرهنگی و اکولوژیکی منطقه موردمطالعه تکمیل و پس از بارگذاری هر یک از گزینه&shy;های توسعه، راهبرد بهره&shy;گیری بهینه و هدفمند از افزایش انگیزه در افراد جوامع محلی و <span dir="LTR">NGO</span>&shy;ها جهت مشارکت با سازمان&rlm;های مسئول در امر گردشگری، جهت جلب گردشگر طبیعت و راهنمایی گردشگران داخلی و خارجی با امتیاز مأخوذه 90+ به‌عنوان مهم&shy;ترین راهبرد پیشنهادی توسعه طبیعت&shy;گردی در منطقه موردمطالعه پیشنهاد گردید. درنهایت با توجه به برخورداری منطقه از توانمندی<span dir="LTR">&shy;</span>ها و قابلیت<span dir="LTR">&shy;</span>های طبیعت<span dir="LTR">&shy;</span>گردی، جهت پیاده کردن هر راهبرد مدیریتی در راستای توسعه پایدار نیازمند تعیین چارچوب برنامه<span dir="LTR">&shy;</span>ریزی، نظارت و حمایت مستمر می&shy;باشد. هم&shy;چنین برای نیل به تحقق اهداف و توسعه گردشگری دریاچه سد دز، تلاش برای جذب همکاری همه&shy;جانبه ادارات و سازمان&shy;های دولتی و خصوصی مرتبط با طبیعت&shy;گردی منطقه پیشنهاد می&shy;گردد.</p> <p style="text-align: justify;"><span font-size:="" mso-ansi-language:="" mso-bidi-language:="" mso-fareast-font-family:="" mso-fareast-language:="" new="" style="line-height: 115%; font-family: " times=""><font color="#000000">Tourism is the phenomenon of the distant past of human societies. According to the different needs of social and economic dynamism and growth of the industry in the country has continued its strategy requires proper planning and effective management. The aims to develop a strategic plan for ecotourism in Dez dam Lake was conducted in 2013-2014. For this purpose, the first step is to identify internal factors (strengths and weaknesses) and external factors (opportunities and threats) were examined. Then internal and external, with circumstance, internal factors evaluation tables (IFE) and assess external factors (EFE) were scored and weighted. For weighting internal and external to the analytic hierarchy process (AHP) and Super decision software was used. IFE matrix with a score of 2.793 indicates that the development of ecotourism Dez Lake has more strengths than weaknesses and EFE points to 2.582, indicating there are more opportunities than threats. The results indicated that the area under study to develop ecotourism in the table in terms of offensive strategic plan (strategy SO) is based on the analysis QSPM, strategy (SO</font>_{<font color="#000000">2</font>}<font color="#000000">) introduces the potential of the tourism for the capital increase of Dez dam public and private sectors with a score of 2.028 was considered the best strategy to implement an aggressive strategy. According to Freeman matrix, based on the priorities of economic, social, cultural and ecological study area and after completion of loading of each of the options developed, optimized and targeted strategy to take advantage of the incentive for people to engage with the local communities and NGO&#39;s responsible tourism, nature tourism and tips to attract domestic and foreign tourists with 90+ survey rated as the most important strategy for ecotourism development in the study area was proposed.
