fa امنیت غذایی با رویکرد حکمرانی آب Food security with a water governance approach تخصصي Special پژوهشي Research امنیت غذایی یکی از مسائل کلیدی در جهان معاصر است و تأمین آن با چالش‌های بسیاری روبه‌رو است. سیاست‌گذاران باید با نگاهی جامع به منابع طبیعی، به‌ویژه آب، زمینه‌ای برای افزایش تاب‌آوری سیستم غذایی فراهم آورند. استفاده بهینه از منابع آب، تقویت مدیریت محلی و ارتقاء آگاهی عمومی گام‌هایی اساسی در مسیر تحقق امنیت غذایی پایدار به‌شمار می‌رود. افزون بر این، سرمایه‌گذاری هدفمند در زیرساخت‌های آب، آموزش جوامع محلی، و همگرایی میان سیاست‌های زیست‌ محیطی و کشاورزی می‌تواند به تقویت پیوند بین امنیت غذایی و منابع آب کمک کند. تنها از این مسیر است که می‌توان در برابر چالش‌های نوظهور مانند تغییر اقلیم، ناپایداری اقتصادی و نابرابری اجتماعی ایستادگی کرد و آینده‌ای پایدار برای نسل‌های آتی رقم زد. این مقاله با رویکردی تحلیلی–توصیفی و مبتنی بر مرور نظام‌مند منابع علمی معتبر (2020 تا 2024)، به بررسی پیوندهای مفهومی، نهادی و سیاستی میان امنیت غذایی و حکمرانی آب می‌پردازد. ابتدا چارچوب مفهومی امنیت غذایی و مؤلفه‌های حکمرانی مطلوب آب تبیین شده و سپس مهم‌ترین چالش‌ها شامل تغییر اقلیم، اضافه‌برداشت از منابع آب، ضعف نهادی، نابرابری در دسترسی به آب و ناهماهنگی سیاست‌های آب و غذا تحلیل می‌شود. نتایج مرور ادبیات نشان می‌دهد که رویکردهای صرفاً فنی در مدیریت آب، در غیاب اصلاحات نهادی، مشارکت ذی‌نفعان و شفافیت در تصمیم‌گیری، اثربخشی محدودی در تضمین امنیت غذایی پایدار دارند. مجموعه‌ای از راهکارهای سیاستی و اجرایی از جمله استقرار مدیریت یکپارچه منابع آب، ارتقای بهره‌وری آب در کشاورزی، تقویت حکمرانی مشارکتی و هم‌سویی سیاست‌های بخشی آب، کشاورزی و امنیت غذایی می توانند کارگشا باشند. یافته‌های این پژوهش می‌تواند به‌عنوان چارچوبی تحلیلی و کاربردی برای سیاست‌گذاران، برنامه‌ریزان توسعه و پژوهشگران حوزه آب و غذا، به‌ویژه در کشورهای در حال توسعه، مورد استفاده قرار گیرد.   Food security is one of the key issues in the contemporary world and its provision faces many challenges. Policymakers must provide a basis for increasing the resilience of the food system by taking a comprehensive look at natural resources, especially water. Optimal use of water resources, strengthening local management, and raising public awareness are essential steps towards achieving sustainable food security. In addition, targeted investment in water infrastructure, educating local communities, and convergence between environmental and agricultural policies can help strengthen the link between food security and water resources. Only in this way can we withstand emerging challenges such as climate change, economic instability, and social inequality and create a sustainable future for future generations. This article examines the conceptual, institutional, and policy links between food security and water governance with an analytical-descriptive approach based on a systematic review of reliable scientific sources (2020 to 2024). First, the conceptual framework of food security and the components of good water governance are explained, and then the most important challenges, including climate change, over-extraction of water resources, institutional weakness, inequality in access to water, and incoherence of water and food policies, are analyzed. The results of the literature review show that purely technical approaches to water management, in the absence of institutional reforms, stakeholder participation, and transparency in decision-making, have limited effectiveness in ensuring sustainable food security. A set of policy and implementation solutions, including the establishment of integrated water resources management, improving water productivity in agriculture, strengthening participatory governance, and aligning sectoral policies of water, agriculture, and food security, can be useful.
